Hear it's standard procedure to cuff them when questioning them after they take off running in the first place. The one who put her fists up at the officer would of been tazered. Seems kinda extreme til you see this stupidity. That drug had to be something strong for her to shake off that impact.

seeing that they were OK after their first attempt the cops should of had them in cuffs and detained. I can only assume that the cops were thinking these 2 were actually hurt somehow and detaining them would have caused them harm in someway. Maybe the procedure manual will be updated now....Hit by car and still standing? Place person in cuffs and detain.

That can't be real.  It's got to be a PSA.  Don't do drugs is the message.  Or, if you do, be in a country where the police use weapons. 

If it was in the US the cops definitely would have shot or tazzered them to keep them from hurting other people.

Wrongo. This country is full of fureners!  The Mexican govt has launched a plan to take us over by starving their people so they'd move up here and they'd then have plenty of "troops" in place. Hell, they've all even learned English and have gotten their own tv channels.(secret communications network) I tell ya', the take over attempt is near and has been sped up since W showed up.
