Ok so its a Samsung s2 1Tb external usb hdd.  when I  attach it to jaki's laptop running xp its up an running straight away. The problem is when i attach it to my pc running windows 7 enterprise x64. It gets detected, I can see it in the device manager, I can see it in the list of attached devices, and when I use easus partition manager I can see it and format it but it doesn't show up in the list of drives when i go into my computer. I've tried uninstalling it, deleting the drivers, different usb ports but it just won't show up. Plug it into jaki's laptop again and it works a treat! Wtf? Any ideas?

Device manager, disks drives, right click - scan for hardware changes.


Or

Use windows own disk manager to format it under administrative tools -> computer management, and see if that works rather than use a third party solution.

Might be a power issue, in that your USB slots aren't providing quite enough juice.
Running it through a powered USB hub might help.  scratchhead

Had done all the hardware scans etc. Got it sorted... I could also see it in windows disk management but for some reason windows hadn't assigned it a drive letter so again I couldnt do anything with it even though it was showing as healthy and partitioned to NTFS. Assigned it a drive letter and it worked, rebooted the pc to see if it would still come up and it did so problem solved.
