Found out why I wasn't getting full access when I was set up as an Admin..
The Admin account is disabled by default.. dry

Right click on computer and select manage. Under computer management expand Local Users and groups. Highlight Users and all of the users should appear to the right. Right click on the Administrator entry and select properties. Under the General tab uncheck the option for "Account is Disabled"

To be fair the amount of times i have used the default admin on xp on computers anywhere is unreal cause people dont think about them atol.

And I dont think i will ever put vista on my pc, its just a shiny OS Microsoft are using all the special shiny features to draw your attention from the drm.
Plus vista ultimate was using 20-40% of my friends processor sitting idle on desktop and was using a fair bit of memory also. How can you justify that?

There's something wrong with your mates system then, mines idles at less than 0.1%.
He hasn't installed Nero recently has he? (Although I'd have to say that Spyware or a Virus is at the top of my list)

Fair comment about the admin rights though (It's not as much of a pain in the arse on Vista when you are aware of it).
